New Enterprise Incentive Scheme (NEIS)

NEXT COURSE begins January 5th 2009 

The New Enterprise Incentive Scheme (NEIS) is a small business program funded by the Department of Education and Workplace Relations that enables unemployed people to put their business ideas into practice.
Eligible participants receive:

  • Training in business skills and business plan development (We also offer Flexible Pathways to approved applicants)
  • Income maintenance (NEIS Allowance) for up to 52 weeks
  • Business advice and mentor support for the first year

Eastern Suburbs Business Enterprise Centre Limited (ESBEC) is a five star NEIS provider funded by the Department of Employment and Workplace Relations (DEWR) and has been a successful NEIS Managing Agent since July 1992.

To be personally eligible as a participant you must be either:-
1. A job seeker that is fully job network eligible and 18 years or over, who is able to participate full time in training and work full time in business, and is in receipt of an allowance as specified by DEWR (see Participant Eligibility below).
2. A mature age job seeker not on income support (NAMA), who has the capacity to be financially self-sufficient for the period of the training and NEIS assistance (see NAMA Eligibility below).

QUALIFICATION

Upon successful completion of the  NEIS training course, participants will receive the Certificate IV in Business (Small Business Management) BSB40401, which is a nationally recognised qualification.  The Certificate IV is made up of the following units:
  • BSBSBM301A Research business opportunities
  • BSBSBM401A Establish business and legal requirements
  • BSBSBM402A Undertake financial planning
  • BSBSBM403A Promote the business
  • BSBSBM404A Undertake business planning
  • BSBMKG401A Profile the market
  • BSBMKG402A Analyse consumer behaviour for specific markets
  • BSBCMN405A Analyse and present research information
  • BSBCMN407A Coordinate business resources
  • BSBCMN408A Report on financial activity.

NAMA ELIGIBILITY

As a NAMA job seeker, the NEIS eligibility is subject to the applicant meeting our requirements for financial self-sufficiency.

ESBEC uses an assessment tool that takes into account:

  • Household income and expenditure - to determine available cash flow
  • Assets and liabilities - available for draw down

    The tool also determines if the job seeker exceeds an upper limit that is determined by DEWR, which aims to exclude those job seekers who would be able to fund their own vocational training, independent of the NEIS Scheme.

    PARTICIPANT ELIGIBILITY

    To be eligible, prospective participants must:

  • Be unemployed and registered with the Centrelink for full time employment (there is no minimum eligibility period)
  • Be at least 18 years of age and less than Age Pension age while receiving NEIS Allowance.
  • Be receiving a DSS allowance or pension which includes a living allowance component. (Job search/ New Start Allowance)
  • Have not received NEIS assistance in previous 2 years and have not received NEIS Allowance for a similar business.
  • Be available to work full time in the business for the period of NEIS Allowance 35 hours per week
  • Be available to participate in NEIS formal training (9.21)
  • Be able to show that you will hold and maintain a controlling interest in the business during the period of NEIS allowance
  • Not be undischarged bankrupt.
    Note: Sickness allowance and Disability support pension beneficiaries are eligible for NEIS provided they supply a medical certificate to DEWR indicated that they are physically able to undertake the proposed business activity and satisfy other criteria.

    BUSINESS ELIGIBILITY

    To be eligible for NEIS, proposed businesses must:

  • be new (not taking over an established business)
  • not yet be operating on a commercial basis.
  • be independent, reputable and lawful and not based on the purchase or takeover of an existing business.
  • be assessed as commercially viable and recommended for NEIS Allowance by a NEIS Advisory Committee
  • not compete directly with existing businesses unless it can be demonstrated that: -There is an unsatisfied demand for a product or service; or - The goods or services are to be provided in a new way.
  • be established, located and operated in Australia.

    NEIS assistance is available to groups of individuals. Joint businesses with non-NEIS eligible partners are permissible provided that NEIS participants have and agree to hold a controlling interest in the business (i.e. 51%).

    INELIGIBLE PROPOSALS

    Proposals for NEIS will not be considered if they are for:

  • the purchase or takeover of an existing business
  • a business operating solely or primarily as:
    - a subsidiary
    - a franchise
    - an agent for another enterprise
    - a part of a multi-level marketing arrangement
    - a business that has a contractual arrangement that restricts them to supply labour, products or services exclusively to that firm only.
